He thinks in his mind that "I do not like Evan's status but better than nothing"

"Okay, first tell me about this world and about you" Ash said with a polite smile, he thinks deep in his mind "I should get all the basic information of this world from Evan, this is also a form of test to Evan if he does lie to me when I cross-check with other refugees, then I will be able to check his personality and I will also find that if he is trustworthy or untrustworthy that will help me to know how to treat Evan in the future and I genuinely need more basic knowledge of this world from a native's perspective and I also need to know Evan's life journey that will help me understand his ambition and greed."
"Okay my lord", Evan said to ash with a small smile on his face.
Ash started to listen to Evan with full concentration.
Evan said to Ash "his name is Evan, he used to live with his family in an altar city which name is Moon City and that city altar is level 3 but city altar is attacked by monster and it is destroyed and most people of the city were killed by monster but, some people fled to find another altar city to live.
"How can people flee from city?", Ash asked with a sour voice and irritated look.
"Citizen of altar-city can flee if city's altar is destroyed or altar owner is not capable of securing loyalty and protecting of normal citizen, in short it depends on the will of the people of the altar-city." Evan said with some nervous voice.
Ash with dejected eyes, thinks deep in mind "from this new information, I can see that there is always a risk of my city's citizen leaving the city permanently, I should respect people's choice and should not boss around without reason and give appropriate compensation if they work for me. and I must increase my leadership to ensure people have loyalty towards the city and me and most importantly I must have strength that can make people sure about the city's stability and safety against monsters."
"Can altar's owner also flee? "Ash asked with a polite smile.
"Generally, altar owner can flee but they will die if altar destroyed, so no altar-owner in the right mind flees the altar-city.", Evan said with a polite voice and smile on his face.
Ash thinks in his mind that "so no altar owner is stupid enough to flee and mostly they can only fight to death if they want to survive in this world.
I see "Eldros Will" gives more power and privilege to altar-owner than normal habitant of this world but it also gives more responsibility to altar-owner and no chance of escape if altar-owner's altar is destroyed then altar-owner has to die with altar. It is like a destiny of altar and altar owner is linked to the death,
but why I am feeling relieved or sudden joy, and why I have a smile on my face?, maybe I like the thrill of fighting to death than fleeing like a pig or dog,
or maybe in me, also have a beast or instinct that wants to fight to death and kill someone if they want to harm me slightest in the life,
or maybe this is side-effect of my tragic death in the blue-planet, whatever I will not be able to find psychiatrist in this fuc**** killing world where people have to defend against monsters' attacks daily,
I believe most the people in this world have some mental issue or maybe more than me after all I died in blue-planet because of truck hit me but here I feel most people think maybe this day will be the last day of their life."
Ash asked, so how can citizen flee without altar owner's permission?
Evan said "generally most big altar owner allowed people to go out for hunting and resource-gathering if they flee in this time what can altar owner do? in war times, altar-owner even announced to the people if they want to get out from the city because uncertain heart of the people can create chaos in the city that no city owner wants to face in the times of war. And if people choose to flee in times of war, most city owners make sure to take their altar's protection mark from their mind.
But, any people without protection of altar's mark, they have to find protection of another altar otherwise they will become monster at max in 6 months, without having any special treasure to protect itself and many altar-owner follow their own ways of governance and treating war-traitor and citizen it is complex-structure to describe in limited-time."
So,
Ash thinks in his mind with a big smile on his face that "so, altar owner has collective power to decide who will live in this world and who will die or become monster not bad, I guess. This will give tremendous help to altar-owner if they see any form of rebellion and this also discourages most people to do adventure of finding new altar-city, and I feel those adventure-minded people after losing altar's protection mark are best, they should be out from his city, after all I do not want nuance in my city that can threaten law & order situation in the altar-city."
"Are you really want to be protected by my new altar-city and want to become citizen here?", Ash asked with a smile on his face as if Evan rejected the offer to become citizen he will no-mind anything.
"Yes, I want to be citizen in this altar-city", Evan said with a smile to ash.
"Why?", Ash asked
"Because I am level 0 human-being and no territory will accept me easily without harsh requirement or maybe I will be used as a cannon fodder without appropriate compensation.", Evan said with a humble face.
Ash thinks in his mind "Evan is telling a logical statement and I can also feel sympathy for him so I should believe him and after all, I need person immediately for fighting the upcoming monster's attack."
"Why do you think I will not use you as cannon-fodder.", Ash asked
"No, you will not use me as a cannon fodder without appropriate compensation because you also need trustworthy people to grow stronger and to grow your altar city to protect yourself and you seem smart from your question after all, if you used me as a cannon fodder without compensation, I can also try to go to another altar-city too", Evan said with some nervousness.

"Welcome to Nexus City", Ash said with a smile on his face and hugged Evan with his two hands.
Evan has relief on his face, and he just follows what ash tells him to do.
"How many people can I have in this city?", Ash asked with a normal voice
"See your city's area on status window and decide how many can live here without problem", Evan said with joy on his face.
