Whenever a highly rare, costly and important resource appears, that would attract the greed of everyone who comes to know about its existence. There was nothing that could be done. Greed is a part of human nature, and nothing could be done to sever it completely.
So, think about it.
If too many people knew such an important resource existed, then there would be clashes to get their hands on it.
