Robbin nodded and said: "I previously just thought that they built Base Four in Phoenix City to mass-produce Super Soldiers, but a Fifth Stage drug with no side effects, do you think it would only be given to soldiers?"

"I once heard Bob mention how much it costs to create a perfect Fourth Stage test subject, where does the money come from? Just Congress?" Robbin pursed her lips and said, "Even if it's true, these drugs can be used by soldiers, why can't politicians and tycoons use them? They have plenty of money."
