From what I've understood from expirementing with different perks common grade perks are in general quality of life or even detrimental, and uncommon perks seem to be mostly for combat.
Rare perks have no real logic to them and range with effects weaker then commons and some as strong as legendarys strange
But legendary skills they claim to break the balance of the world 'Forgive my ignorance but I don't see how having more than one you is breaking the balance of the world. Especially when other legendary skills included stuff such as the banned perks Eldrich abomination or fate sacrificer' KEEP KARMA thought
