Life has a system of operation, and that system leads to one rule: SURVIVAL OF THE FITTEST
It's always been survival of the fittest. Lawlessness does not exist because of this instinctive rule. It so happens that this rule stretches beyond the threshold of the human realm and into the spiritual realm and further down into the underworld.
Lucifer, being top of the food chain in the underworld and the strongest naturally is the ruler, but just like there's system and organization in every world; the underworld had its own system of governance and rule.
There are 7 levels of the underworld–generally called hell, each a spot serving for different levels of sins that falls into the seven deadly sins.
Outside these 7 levels of hell, there is the underworld, a place Lucifer himself can't ignore, but yet can't enter... it's a place only one person can doom divine beings to. That person is GOD and that place is called the bottomless pit, also known as ABYSS.
And this abyss was no exception to the rule of S.O.F. (survival of the fittest). It had a ruler, Azrael, and he was being challenged for the throne.
