A bold idea took hold of Cain, stirring his excitement. He immediately headed to City Hall to meet Mayor Warren, a man with his own ruthless ambitions.

The mayor's office was lavishly decorated. In the world of politics, such extravagance was commonplace. Even a bottle of wine worth hundreds of thousands barely raised eyebrows—this was capitalism at work.

Warren, a bearded man with sharp eyes, had convinced Umbrella to invest in Raccoon City through his "Bright 21st Century Project." He was no ordinary man—ambitious, ruthless, and always climbing higher.

"Cain, you have two minutes. If you don't have anything important, you're fired tomorrow," Warren said, pouring himself a drink, his tone dismissive.

Unfazed, Cain pulled out a chair and sat.

"Umbrella is at its peak, but the board is tearing itself apart. You know what they're involved in—pharmaceuticals, experiments. If their secrets get out, even Umbrella won't survive. So, Mr. Mayor, don't you think it's time to secure an exit strategy?"

Warren's hands tensed beneath the table, where a pistol rested in its holster.

"What are you getting at?"

"We can make our own fortune, without relying on anyone. I want wealth, you want power and money. I have the connections, you have the authority. An alliance benefits us both."

Cain slid a photo across the table.

"This is proof of your mistress cheating on you. She also hid some evidence of your dealings with Umbrella."

"Who the hell are you?" Warren slammed the table, his composure cracking. This young man was no ordinary person.

"Like you, I've worked for Umbrella. You've heard about their labs in the suburbs. To them, a mayor is just an ant. Raccoon City is just another controlled territory. If something happens here, you know the consequences."

Cain's tone was casual, almost mocking.

"I don't know what you're talking about." Warren wavered but remained cautious.

"Then let me remind you. Three years ago, Arklay Mountain Hospital wasn't shut down yet. They ran an experiment, then sealed the place. You know what happened. They tested drugs—drugs that turned people into cannibals. Warren, I'm here to work with you, not scare you."

Cain stood, leaning over the desk, his voice firm.

Warren's hands trembled slightly. He poured another glass of wine and pushed it toward Cain.

"Tell me your plan."

"Smuggling is the most profitable business right now. I can get cheap cars, but you handle the logistics. That's just the start. There's more."

Cain was talking about undervalued goods—things bought for pennies but sold for fortunes. A car bought for five thousand could sell for fifty. Was that unreasonable?

"That's not enough," Warren scoffed.

"I'll take over Raccoon City's gangs. None of them have Umbrella's backing—just small-time thugs who couldn't cut it elsewhere. Give me a week, and I'll control everything. Parking fees, saunas, arcades, protection money—we'll pull in millions a month. Then we expand. I have connections for arms deals too, and the profits there are insane."

Cain's eyes burned with ambition.

If he was going to do this, he'd go all the way. Take Raccoon City first, then spread outward until the money flowed endlessly.

A legitimate businessman, laundering wealth through empire-building—it was the perfect cover.

Warren's interest was piqued.

"You know what I want."

"Of course. The stronger I am, the more money I make. With enough followers, I can get you votes in an instant. Mayor is just your first step. Governor, senator, secretary of state, vice president—even the presidency is within reach."

Cain's grin was sharp. He understood Warren's desires. Mutual benefit, no conflict. Wasn't that the best kind of deal?
