Chapter 51: Legislation

To be honest, when Uchiha Douhuan first learned that the Police Department had legislative authority, he was completely stunned.

Having both legislative and executive power, as well as an armed force at their disposal—how did the Uchiha clan end up in such a tragic state in the original timeline?

However, when he thought about his clan members—most of whom were either muscle-brained or obsessed with family honor—it made sense. The few who had a bit of intelligence were either too easily manipulated or too timid to take decisive actions. Given that mindset, their downfall wasn't surprising.

But things were different now that the power was in Uchiha Douhuan's hands. He knew exactly how to make the most of these powers.

Shisui's efficiency was commendable. Two days after Douhuan issued his order, a draft of the "Supplementary Provisions to the Konohagakure Public Security Management and Punishment Law" was placed on his desk.

As Uchiha Douhuan flipped through the draft submitted by Shisui, he nodded in satisfaction and looked up at Shisui, who stood before him with an expectant expression.

"Well done, Shisui. You put a lot of effort into this," Douhuan praised.

"It's all for the Will of Fire," Shisui replied with a smile, feeling reassured by Douhuan's approval.

"However," Douhuan said, pointing to the section regarding penalties, "Don't you think the punishment is too light? Just a fine and a verbal warning?"

"They're just ordinary villagers. Isn't this already quite strict?" Shisui asked, puzzled.

Douhuan sighed. "Shisui, it seems you still don't quite understand my point. Before I explain, take a look at this."

Douhuan stood up and retrieved a document from the filing cabinet behind him. The cover was labeled with a high-security classification: Confidential Level A.

"This... isn't it a bit inappropriate?" Shisui hesitated, seeing the classification.

"I'm showing it to you because I trust you. I know that you, who possess the Will of Fire, won't leak this information," Douhuan said calmly.

"Alright." Shisui reluctantly opened the file, and what he saw inside stunned him.

The document detailed the truth behind the White Fang incident, obtained from interrogating high-ranking members of the Shimura clan. The cold, bloody reality shocked Shisui to his core. Though he had heard about White Fang's sacrifice and the supposed disgrace associated with it, he had no idea that such vile and manipulative schemes lay behind his death.

"These... these are..." Shisui's hands trembled as he processed the truth.

Douhuan's expression turned solemn. "Is our goal merely to punish villagers? No. We aim to protect the honor of heroes! Think about it—if a hero who gave his life for the village can be defamed and ridiculed, then who will still believe in the glory of the Will of Fire?"

With unwavering conviction, Douhuan continued, "The tragedy of White Fang must never repeat itself! This is my Will of Fire!"

Shisui let out a deep sigh and slowly placed the file back on the desk. "I understand."

"Don't worry about the rest. I'll take care of it from here." Douhuan reassured him.

After spending time together, Douhuan had figured out Shisui's personality well. He realized that Shisui wasn't necessarily brainwashed by Sarutobi Hiruzen, but rather by the concept of the Will of Fire itself. As long as the Uchiha clan showed more commitment to the Will of Fire than Sarutobi, Shisui would naturally side with his own family.

When Shisui left the office, still somewhat dazed, Douhuan picked up the draft and began making revisions.

Once he was satisfied with the amendments, he called in Uchiha Inoka and instructed him to organize a team to post the new legislation around the village.

Revised Legislation

In the finalized version of the Supplementary Provisions to the Konohagakure Public Security Management and Punishment Law, the penalties were specified as follows:

1. For participating in the spreading of rumors without severe consequences: A fine and verbal warning.

2. For spreading malicious rumors that slander village heroes or are deemed severe: Detainment ranging from 7 days to 1 month.

3. For being identified as the origin of slanderous rumors: Incarceration for up to 6 months.

Once the legislation was finalized, Douhuan personally brought it to the Hokage's office.

Although the Police Force technically had the legislative power granted by the Second Hokage, it was necessary for Douhuan to show respect and report to Hiruzen.

After arriving at the Hokage Tower and stating his purpose, Douhuan was asked to wait for a short time before being invited into the Hokage's office.

Upon entering, he noticed that Nara Shikaku, the Hokage's advisor, was also present beside Hiruzen.

Douhuan inwardly smirked. Ever since the threat of Kotoamatsukami, the old man never saw him alone, always keeping someone nearby.

Unfazed, Douhuan placed the legal document on Hiruzen's desk and bowed slightly.

"Lord Hokage, recently, numerous rumors have been circulating in the village, creating a disruptive atmosphere. The Police Department intends to implement a law to curb this behavior. Please take a look."

Hiruzen and Shikaku exchanged a glance, the latter keeping his head lowered without speaking. Hiruzen picked up the document and began reading through it carefully.

After a long silence, Hiruzen lit his pipe, took a deep drag, and exhaled a cloud of smoke. Finally, he spoke:

"Douhuan, don't you think these punishments are a bit too harsh?"

Douhuan's expression remained firm. "Harsh? I disagree. If anyone can freely defame heroes who fought for the village, what becomes of the Will of Fire? The phrase 'When the tree leaves dance, one shall find flames. The fire's shadow will illuminate the village, and once again, tree leaves shall bud anew.' But if we can't even protect the reputation of those who sacrificed themselves, who will still be willing to burn their lives for the next generation?"

After hearing this speech, Shikaku took two steps back and lowered his head even further, avoiding the conversation entirely. Though he was the Hokage's advisor, he knew well that meddling with the Will of Fire narrative was playing with fire.
