However, before going down his own path, Aizen informed Arima and sought his master's opinion.

Before Urahara Kisuke created the Hōgyoku, Aizen had already developed it.

Urahara Kisuke's Hōgyoku was created from the souls of multiple Hollows, while Aizen's version was the opposite, created from the souls of many Shinigami and Rukongai inhabitants who had the potential to become elite Shinigami.

Both Hōgyoku were incomplete because they only possessed one type of power. Only by combining the souls of Shinigami and Hollows—representing two different directions of soul evolution—could the most perfect suppression be achieved.
