North of Zheng Capital, once you pass through the North City Gate, are dozens of miles of refugees, continuously gathered from various places. The North City Gate is different from the South City Gate; to the south of the South City Gate lie several of the larger Districts and Counties of Zheng Capital, which, though impoverished now, are still livable.
To the north of the North City Gate, one county is poorer than the next, and because of the rugged routes and sparse population, there are hardly any formal counties, yet hundreds of kilometers further north of Zheng Capital, there are two plateaus located between mountain ranges with even land. However, people from the Northwest Border don't welcome outsiders, so the refugees, even if they know they can't enter the Imperial City, are even more afraid to venture into these counties.
