Based on Haruno Sakura's ascension as the ruler of the Land of Red, she had served two terms as ruler and announced she would not serve again but would become a high-ranking official instead.
The next ruler had already been chosen; it was Shikamaru Nara.
Year 31 of the Red Era.
Shikamaru Nara was re-elected, and the city construction in the Land of Red expanded again, with rural areas gradually becoming more town-like.
