The answer to this question had long been decided in his heart.

He was indeed wrong.
However, he felt that in his final moments, he needed to act recklessly and then self-destruct, disguising himself as... more noble.
If he were truly noble, he wouldn't have revealed his motives, but would have quietly endured in death.
Naruto looked at Nagato for a long while, until Konan flew over from a distance, and then he spoke somberly, "I want to forgive you, from the bottom of my heart, but I know I have no right to do so."
"Yes, you don't, I don't have the right to forgive myself either," Nagato coughed out a mouthful of fresh blood, breathing heavily, "Cough! Huff~huff~"
"If you forgave me, then I might release an even bigger demon."
Sasuke furrowed his brows, "What is this 'bigger demon'?"
