Although other nobles were nominally still required to obey his commands, in practice, they revered Konoha.

To restore the glory of the Daimyo, Rong secretly contacted the Daimyo of the Lands of Water, Wind, Earth, and Lightning. Under the covert protection of their guards, they secretly met in the Land of Rain, a nation without a Daimyo, to reduce the likelihood of being discovered.
