Within the Land of Red, numerous small villages, much like Hyakko Village, encountered the same plight where they were taxed once a month and barely able to survive. Upon hearing of Konoha's prosperity, they moved in droves towards it.
For these people, Konoha accepted everyone who came.
The new towns outside of Konoha were in need of people, perfectly situating these migrants for involvement in construction.
At the very least, these individuals could be considered labor force.
"Everything is as expected," Haruno Sakura said indifferently, "the Lord will not use all of his assets to provide for us but will heavily exploit the common folks. The more he does this, the less the people will lean towards him."
Perhaps the Lord would proclaim that all this was the fault of Konoha. That everything was because Konoha demanded fifty billion ryō every year, which was why they were suffering so greatly.
This was the truth, and it could indeed sway some people.
