This is a big problem.
If this isn't resolved, even if Konoha discloses how they've become stronger—though it's not actually a secret, as people from other ninja villages can guess by strolling around Konoha—it wouldn't be possible for their villages to develop as Konoha did.
This isn't to say that ninjas from other villages lack the unity of Konoha's ninjas, they just lack the common mindset for doing ordinary jobs.
In the four major countries with environments far harsher than the Land of Fire, ninjas stand out not only for protecting their villages but also for enjoying higher privileges than ordinary people.
They work hard to refine their chakra and practice ninjutsu, not to serve the civilians!
Protecting the village is a duty that gives ninjas a strong sense of honor, so they are willing to do it and sacrifice their lives for it.
But to engage in ordinary work... that's somewhat an insult to them.
