For so long, there has been a heap of civilizations seeking survival, but there have been only a few commissions actively seeking destruction. Generally speaking, even if a civilization eventually goes mad by glimpsing a corner of itself and starts a frenzied worship of sacrifice, I wouldn't actively wipe them out, because such a civilization has already lost its value.
The more brilliant a civilization, the more value it has in destruction, creating a plethora of emerging information, while those who give up on themselves and even want to drag the whole world into the Abyss are despised by the Blank God.
I destroy the world because I want to extract information; you destroying the world on your own is effectively opposing me.
Thus, in many low-level civilizations, the Blank God even actively grants power to those protecting the world, causing local villains to continuously curse, claiming they've received the favor of heaven and shouting at the unfairness of fate.
