The situation in the Buddha Realm is completely different from that in the Northern Territory.
With his current Divine Sense, he could easily cover several cities; all of these cities share a common trait, ordinary people and Cultivators live together.
In these cities, there is a temple in each one, where the monks are all Cultivators. Other than these monks, there are no other Cultivators, only mortals.
Mortals coexisting with Cultivators.
Such a situation is not absent in the Northern Territory, where mortals and Cultivators also coexist, but this is most common in the Lower Realms and primarily among Low Rank Cultivators.
Low Rank Cultivators originated from among mortals, and can make use of some of the precious resources from mortals. However, after reaching Golden Core, especially above Nascent Soul, Cultivators completely separate from mortals.
