This question, if asked to a hundred people, might receive a hundred different answers, but ultimately, the issue invariably comes back to a single point.
It's simple; if you do not cultivate, many others will, and those who do might become much stronger. No one wants to step outside and find themselves surrounded by emperors while they remain merely at the Foundation Establishment phase.
In essence, the Great Desolation is a place where only the mightiest can have their say.
