Compared to Sangha Town, which was fraught with heavy pressure and had a strong political atmosphere, Ndele was more relaxing and allowed Boss Joe to unwind.
Boss Joe genuinely hoped that Ndele would develop in a healthy and orderly manner; even if it eventually became unsustainable, he had no problem taking over.
Giving the locals a sense of participation and letting them enjoy the fruits of development was the only way to get them to truly accept the presence of P·B.
The logic was the same as in Sangha Town, except that Boss Joe had created an industrial chain there out of nothing, which provided locals with jobs, whereas Ndele already had an industrial foundation.
