This is about creating another order in Mogadorians working only for Setrakus Ra, he using Loric blood on them and have them powers.
We actually see some Mogadorian with powers in book,The Shadow Mogadorian is an Augmented Trueborn Mog. He has the power of teleporting into shadows and using them to his ability. These range from the ability to force someone to obey an order, tentacles that can rill into a Garde. There is also Vontezza Aoh-Atet, who gained powers from The Enitity (The Entity was a universal power that had existed in various forms, and used to reside in the core of Lorien), after the Mogadorian Invasion.
So why not add the Black Order from MCU into this, but with maybe some basic specials powers added.
