Such a success rate is considered high among similar skin grafts. Other Wizards performing self-skin grafts could probably achieve an 80% success rate, which would already be decent.
As an Alchemist who often manipulates the Hand of Magic, Angel, despite his initial unfamiliarity, has far superior fine control than his peers, which is why his success rate is higher.
